What the checker tests

The nine automatic checks
Check	Why buyers look at it
PPN 006 label	PPN 006 replaced PPN 06/21 for procurements advertised on or after 24 February 2025. An old label shows the plan was not updated.
Recent reporting year	Buyers expect the plan to be updated every year with the latest full year of emissions.
Baseline year	The plan should show baseline and current emissions side by side, so progress can be seen.
Scope 1 and Scope 2	Fuel you burn and electricity you buy, reported separately.
The five Scope 3 categories	Upstream transport, waste, business travel, employee commuting and downstream transport.
Emissions in tonnes CO2e	Totals in tonnes of carbon dioxide equivalent.
Net zero by 2050	A commitment to reach net zero by 2050 at the latest.
Reduction measures	What the company has done and will do to cut emissions.
Director sign-off	The plan must be signed off by a director, or equivalent, and published on the website.

Who needs a Carbon Reduction Plan?

UK central government buyers ask bidders on contracts worth more than £5 million a year for a Carbon Reduction Plan in the PPN 006 format. Every new NHS procurement asks suppliers for a plan or a Net Zero Commitment, and from 1 April 2027 NHS procurements of £5 million a year or more need all relevant Scope 3 emissions and independently validated targets. What does the checker look for?

The PPN 006 label, a recent reporting year, a baseline year, Scope 1 and 2, the five required Scope 3 categories, totals in tonnes CO2e, a net zero year of 2050 or earlier, reduction measures and a director sign-off.

Why does it say my plan was not found?

It looks for a plan linked from your homepage. If your plan is on another page, paste the direct link to the page or PDF.

Does a pass mean my plan is compliant?

No. It is an automatic text check. It shows whether the main parts are there, not whether the figures and method are correct.

What replaced PPN 06/21?

PPN 006, for procurements advertised on or after 24 February 2025.
